Why are emails locked to one newsletter signup per site?
How duplicate-email handling works for newsletter forms.
Each email address can only sign up to a given site's newsletter once. If a visitor re-submits the same email, the form quietly succeeds without creating a duplicate row. They see a confirmation, you don't get a duplicate. This keeps your export clean and respects the visitor's expectation that signing up "again" is harmless.
The contact form has no such restriction. Visitors can send multiple messages with the same email, since they're often legitimate follow-ups.
